The Ministry of Information and Communication Technology gave the order on November 10, 2016 to 12 IT organizations through four consortium’s to train a large number of educated young unemployed people in technology.
In January this year, the Executive Committee of the National Economic Council (ECNEC) approved the expansion and expansion of the project for ‘Learning and Arnegging Development’. In 2016, the cost of the project, which was aimed at completion of the work, was 180 million 40 lakh taka.
ECNEC has approved the second amendment to the project cost of Taka 319.77 million as the work was not completed within the prescribed time. That means the government has allocated 139.37 million taka for the second phase of new training. The deadline for the project in the amendment has been fixed till December this year. Under the project, 20 thousand women will be trained in outsourcing on basic technology and at the upazila and union level, 2,900 people will be trained under the project.
Besides, 840 people in district and upazila level training to develop as freelancers for specialized outsourcing work; In order to create awareness about professional outsourcing training and outsourcing of 53 thousand people in the division and district level, there are about 1,920 media workers.
However, in the second phase of the project, there were allegations of extensive irregularities in the shortlist (short list). Although there are no top IT organizations like Magneto Digital, Star Computer Systems Limited, Business Automation Limited, e-Generation Limited, in the short list, there are several organizations named by nameservers. On June 5, a letter was sent to the minister for telecommunications and information technology, Mustafa Jabbar, alleging irregularities and seven organizations participating in the project EOI (Express of Interest). In addition to the copy of the letter ICT Minister, ICT Minister, ICT Secretary and Prime Minister’s Principal Secretary were also given.
Complainants are Magneto Digital, Star Computer Systems Limited, Babylon Resource Limited, OnAir International Limited, MRR International, Business Automation Limited and E-Generation Limited.
It has been stated in the letter that on November 19 last year, in the second phase of the Learning and Arnegging Development Project, EOI was called for listing of contractual contractors for 15 lot in three packages. Hundreds of IT companies have submitted EOI. The list of 15 lot entries published on May 6 was published online. It is said in the complaint that after successfully completing the work in the first phase of the same project, many of them were not kept in the short list after initial selection.
Almost all the companies that have been excluded from scrutiny have worked in the development of various government projects.
E-Generation Limited has two years of experience in this field. Besides, Business Automation, Star Computer Systems, Babylon, Magneto Digital are also the top IT companies in the country who are experienced in the public and private sector related work related to IT.
Meanwhile, technical and financial proposals are unveiled in two phases after seeking the RFP (Request for Proposal) to the organization included in the short list without taking into account the complaints of concerned organizations. Here also the allegations of irregularities were found in the selection of financial proposals.
Shamim Ahmed Siddiqui, an organization official involved in the short list of the irregularities, went to his office with the project director Ismail Hossain on July 19 last. After receiving the complaint, the project director Ismail Hossain and Deputy Project Director Nabir Uddin found him guilty of physical abuse.
The company gave two separate complaints to the ICT minister about financial irregularities and physical abuse in the project. A copy of the complaint came in the hand of the era. In the fourth lot, four of the companies have got work in the company of MySoftHaven (BD) Limited and two of its subsidiaries EG Technology Limited and Allan Technologies Private Limited. Comparable large companies in the same lot did not get the job.
In the fifth lot, the name of only one organization – BanglaNet Technologies Limited and two other collaborators of the Consortium, Edu Maker and Raise Up Labs This company has got the job. This organization has been working outside the public procurement rules (PPR).
